Pizzulli Champions State Budget Provision that Sets Standards for Recovery Housing in Ohio

COLUMBUS—State Rep. Justin Pizzulli (R-Scioto County) is pleased to announce that language from House Bill 227 was incorporated into the state’s main operating budget for fiscal years 2024-45.

This legislation addresses the rapid increase of recovery housing facilities throughout Ohio by creating a licensing system and setting statewide standards for recovery housing facilities.

“I’m excited that my colleagues prioritized this critical legislation and supported it in the state’s budget,” said Pizzulli. “This legislation is good for all Ohioans and will ensure individuals in recovery get the best care possible while simultaneously protecting our communities and neighborhoods.”  

Key provisions of the bill are as follows:

  • Prohibits unlicensed recovery housing facilities from accepting taxpayer dollars. 
  • Requires Ohio Mental Health and Addiction Services (OMHAS) to create a registry to track licensed facilities. 
  • Updates current language to improve functionality of local ADAMH Boards.
  • Directs regulatory authority to local Alcohol, Drug Addiction, and Mental Health (ADAMH) Boards.

The budget was signed by the Governor earlier this week.
